Wakmann Regate (Regatta) Yachting Chronograph

Just picked this up. Does anyone know why someone would add 300-600 to the case for the tachymeter? Maybe a pilot ?

There are a few watch brands now that offer affordable enamel dials, but Seiko's is the best IMO. And technically, this is porcelain.
