That is an unusual construction technique (from a US perspective). I've not seen concrete girders like that. And what type(s) of wood are being used? What is the building's use? I know this is watch-unrelated but if you could elaborate just a little...?
This might help explain the project a bit better:

The concrete work is fundamentally how they build the majority of the houses and larger constructions here in Vietnam. The frame is reinforced concrete and the walls are then single coarse rendered bricks. We have only used for foundations though.

The timbers are a mix of Acacia or Asian mahogany, Pine and Chinese Redwood. The translation is a bit loose but the Acacia or Mahogany is extremely hard and dense.
