All right. Time for a hint. Regarding clue number 2. This is a picture of the interior of a very famous San Francisco bistro that closed in 1970. For 25 years, it was the launching pad for many aspiring musicians, musical groups, and comedians who went on to fame and notoriety. It’s name is part of the clues. The answer is the name of a cartoon character. ‘Nuff for now. 😁

Additional clues. The correct answer for clue one is one of the three mentioned in a previous reply, by @JimInOz. The name of the bistro (closed in 1970) shown as the second clue was in SanFrancisco. It’s name was THE HUNGRY I. Drop the Hungry part. The i refers to an EYE! The third clue shows a guy running. There was an attempt to identify that one, but the reply didn’t include the correct identifier. If you lived in some third world country run by a repressive regime, and you had a chance to leave hurriedly in the middle of the night, you could be said to be “emigrating, departing, leaving, bu_ _ _ _ ing off, getting out,”or the typical choice of word would be f_ _ _ _ _ g (as in fl _ _ _ _ _ g, not fu _ _ _ _ g). Use only the first four letters in identifying the character I have in mind who is a character from the most famous cartoon by Al Capp which I shall not name. The gull is a phonetic reference only to the last syllable of the three part name of the cartoon character. It really would be easier to just TELL you the guy’s name, but where’s the fun in that?

Evil Eye Fleagle: Fleagle has a unique and terrifying skill — the evil eye. An ordinary "whammy," as he called it, could stop a charging bull in its tracks. A "double whammy" could fell a skyscraper, leaving Fleagle exhausted. His dreaded "triple whammy" could melt a battleship — but would practically kill Fleagle in the process.
