I read this as UTM = Uniform Transfer to Minors, meaning OP's FiL set up a college fund for his grandkids and that you were suggesting OP should raid it to buy the Reverso. 😁

In fact it could well be a good thing if prevents them from becoming another bloody lawyer or been counter……quite more than enough of those about!
