·My opinion. Case and movement look fine. Dial appears to be an old refinish.
A check of the reference and other two toned dials. Show the minute markers sitting on the inside of the dial and not extending to the outside color.
Only one I did find that was similar was also a old refinished dial (no luminous in the indexes and too clean)
In this image. Center color looked to be brushed. Faint lines in a down/up finish

Some yes, some no. Fortunately the balance staff is easy to get and the auto mechanism's holes can be bushed if they're oval.
