I think the car is a Holden (Australian). The weapon, a taser.

If @JimInOz is stumped on a rebus relating to a watch movement, then there’s scant hope for me.

Is it a particular method for stopping a tourbillon balance wheel… 😕

I think it's something along the lines of:

tourbillon a (mislabelled/misunderstood) function

Where the controversy could be one of two:
1. The function is unnecessary on the modern wrist watch because wearing the watch performs the same function.
2. The tourbillon is misdescribed as a complication whereas it's a function (doesn't add any information to the dial)

But the kicker is the word that describes the cop with the taser.

I've just looked up Denise Richards and she starred in a show called It's Complicated so the last word could be complicated or complication.
