I saw the close but no cigar reply, but I thought that was a comment pertaining to a close but not correct answer. Got it.

Did we ever conclude on the one with the guy with the white hat and moustache, and the (what I assumed) was a dingo dog?

Ah, I had ruled out Neil Armstrong because of the previous "Astronaut Neil Armstrong."

Ah ha! I was correct on the dingo part! The dingo is known to those of us in the Northern hemisphere, but Ernie Dingo, not so. But it seems that Ernie Dingo isn’t well known by Australians or New Zealanders, either! Leastwise not the ones on the OMB! So I feel no shame for not being able to totally identify the subject of you rebus.
