Sorry, my bad. It’s available on the Book Store, not as an separate app. But it runs just like an app inside “Books”

No. You can buy it on the Apple Book Store online. No need for owning the book first.

Interesting that it’s 30€, as it is $30 usd and the euro is obviously weighted more than the dollar. I guess the book store can’t fluctuate based on currency weight or it would be changing all of the time. Not like it matters really since it’s only a small amount.
