well it’s most likely Red Bull. Red Bull driver development currently is short drivers with no one ready to step up to to either Alpha Tauri or RBR. This is not an unknown, Renault on the other hand has great drivers in their dev program and no place to put them.

Mercs dev program has Williams and the now Aston Martin née racing points née force India Team. I guess Aston Martin is a stronger shot as Williams is more a step to MB right now and Ocon is out of the MB stable... and Williams has traditionally had a strong driver dev program.

Looks like Ferrari's supposedly new PU design concept better work then. If not they're screwed for a really long time.
