Best way to shrink a pipe

I have a seconds hands from a Landeron 51 that seems to be a bit loose.
When I took it off I noticed some "goop" on it, so it may have been "adhered" by something.

Best way to tighten it?

I can use a collect in my lathe and tighten it up......
or
I can try my Seitz jeweling tool with a lantern set, but this is usually for canon pinions (much larger than the pipe on this hand).

Any tips.

If you don’t have (or want to buy) a Bergeron hand tightening tool, I’d say the lathe is the next best option. The actual hand tightening tool will compress the pipe all the way around. The lathe collet will crimp it in 3 places in the shape of the collet. It will do a perfectly acceptable job.
