Judging the overall condition (case so sharp it will cut your finger + original mesh bracelet) and other examples I have observed I belive the lume is original 😀.

I found this dial to contrast wonderfully with the bezel.

Oh, wow - I've a completely different watch with a dial that turned the identical color as your Omega. It started out as a white / silver paint.

In fact, I bought this watch for (2) reasons and (2) reasons only:

1.) The dial and 2.) it was cheap.

Faded Grey Bezel

Black Dial faded to Charcoal Grey/ Gold Plate wear mellows the Case colour

Sunburst Finish is still there....just

You would need to go to a watchmaker and have it opened up. Be sure to take pictures of the movement and inside of the caseback.

There are several very similar Seamaster models.

Normally not a fan of dial discoloration, but this qualifies as nice patina to me. This watch was not locked in a safe, but looks to have been pretty well taken care of by the original owner. As a bonus, it's got quite a "Special" movement inside, the Grand Seiko 36,000 bph specially adjusted 6156 rated to +-3 seconds:
