No, your hour hand has not yet reached the perfectly perpendicular point on the dial.
Buy the time the minute hand is also in that position, they should both be precicely perpendicularly correct.

The hour hand lines up to 12 when the minute hand is 3-4 minutes to 12.

Why even post this photo, the hour hand is obviously not aligned with the 12 o'clock marker.

Yes that looks misaligned, the hour hand is off by about 5 minutes.
