I like this watch as a potential first UG. Are the 24-hour dials less common than the ones without? What is a ballpark cost to re-lume the hands, or would it need new hands altogether? Further, would re-luming reduce the value of this watch, or not really matter? It would be a daily piece.

I don't know the history on this without research, but the only official "outdoorsman" advert I recall offhand is for the 20101, which has a cal 361, 33mm case, and 24 hr numbers.
How and why this term came to be applied to a whole series of cal 263 and 267 time only models in the 30-35mm range, I'm not sure, but the entire group often is referred to as "outdoorsman" or "military", I'm not sure if this is just convention, or if there are more adverts out there showing some of these other models with the same "outdoorsman" name.
Yes the 24 hr dial is less common. The least common are the larger size cases (34-34.5mm), which I think almost always have the 24 hr dial. Then you have mid sized cases (32-33mm) with 24 hr like above, and then most common are smaller cases (30-32mm) without 24 hr dial.
Relume costs by an "artist" where you are paying for custom work to color match a photo, or the dial, etc can run upwards of $250 which would not be worth it for a time only like above. You can definitely get them done cheaper but I'm not sure how good the results will be.
Relume is almost always worth less than original lume, but well relumed I think is worth more than no lume.
Or you can look for a beater watch with a nice pair of hands and try to swap them, but this doesn't always work out in terms of being the right size.
