My guess is neither. More likely the entire bit, including the minute track, got chipped off.

If you look at the other pictures, I think it's not chipped off really. Just like paint dissolved.

Such a shame on a brown dial.

(slight to visible signs of wear or scratches)".... seems to be stretching the truth a bit. Damaged dial in my opinion.
