Not in my experience. The buyer gets absolutely creamed and I've spoken to sellers in the past who have been shocked how much their items are costing the buyer to ship. Terrible program.
I agree for smaller, lighter items, but heavier and larger, in my experience, has always been better than the seller's direct quote. However, YMMV.

To be absolutely fair, the suggestion was made that the seller was dishonest or unreliable (also not strictly thread relevant) which does rather beg for a follow up question but I agree that this isn't the place for it.
