I was light years away from coming close on this rebus. I was focussing on the fact that the Caspian Sea was highlighted on the map of Europe. Where I live, that is called a “red herring”. Even after seeing the answer, I have to really scrutinize the clues given, in order to understand the answer.

 

I felt I had to be a bit more creative with this one, for fear of @Syzygy solving it too soon!
