The dial is NOS, I don' t think that there are aftermarket dials around for a TV Dial, but you never know.
Based on the logo, it's likely just a new crown, so not NOS necessarily. Flip it over and it will tell you week/year it was made on the label...
It depends what you mean by practical. As noted, the older crowns will have a different logo on them, but aside from that a newer crown is likely to have a seal that is in better condition than a truly NOS crown would...

These TV Omega’s get little love but they are cool as hell- totally a tribute to the design risks Omega was taking at the time....unlike some other companies that just keep cranking out the Oyster.
