The premise of insurance is to cover unforeseen circumstances, not self-dealing, intentional acts. I could be wrong, but...
Then by your reasoning theft is an expected circumstance?

We can play these games all day, but in the end you didn't buy insurance - the one thing that would have made you whole.

Here I agree with you (your second sentence). As to the rest, we are merely engaging in an academic exercise. Yes, insurance would have made me whole (assuming they approve the claim). I do not think theft is an expected circumstance. Foreseeable, perhaps - theft by a third party. But theft by the entity entrusted with my property should not be expected. My thought process is, why should I have to pay you to insure me in case you steal from me - even without insurance, you should be accountable if you steal from me and you should compensate me for my loss. Otherwise, it's illogical to me, because anyone would be free to steal without accountability and rub it in the victim's face that they were not adequately insured.

Nevertheless, I do agree with you that because I did not insure it, it seems that all I can do at this point is pound sand.

USPS recently busted a theft operation involving some postal workers; they were part of the 'mob'. It included some people at a distro center in the NoVa area. My company has had an issue the last couple of years with random checks getting pulled from our accounts. The checks look exactly like our real ones, and they bear my signature. We have maintained for well over a year that a USPS employee or contractor likely stole a check from out outgoing mail. Our bank would not pursue it, as each check was for $8-9k, so it wasn't worth their time. It majorly screwed up our operation though, as each time we needed to open new accounts, get new checks printed, cancel and set up new bank transfer accounts on various gov't systems, etc.

So when we saw the news of the bust a couple weeks ago we definitely cheered. All that being said, we could not blame USPS for the actions of some planted employees. Most companies wind up with some bad employees at some point in time. And it's not exactly easy to go through the USPS hiring process, as it's the whole gov't agency process.
