It looks like the person printing the dial was blind and had no fingers, so was lining up the numbers with his eyebrow hairs.

In seriousness: The best 'first' filter for Omega watches should be: "Does this LOOK like something that a company making multi-thousand-dollar watches would produce". And this fails that test in about a million different ways.
