No, it's not a military watch.
Some may call it so, but unless they can provide military provenance, it just "military style".
But even that's stretching it.
Provenance.
A military watch will, 90% of the time, have markings to indicate its military connection, usually on the caseback (Branch/Serial/Emblem) and sometimes on the dial (Pheon etc).
There may also be military specifications from issuing authorities (DoD etc) that provide provenance. These are often found on the internet.

Tissot did indeed have issued milwatches from the late 1940s, but they were typically marked on the outside caseback.
This example was issued in the late 1940s by the Koninklijk Nederlands Indisch Leger, or the Royal Netherlands East Indies Army. The KNIL was the military force maintained by the Netherlands in the Dutch East Indies, now part of Indonesia.

Depending on your definition of an "issued milwatch" Tissot also produced CSI models in the mid 1940s. These are marked on the inside caseback with CS(I):
There are other issued Tissot milwatches from later time periods (1960s) to look for as well. These too are marked on the outside caseback.
