Is this a redial?

Hello dear Rolex experts.

Can someone identify if this is a redial? I found the outer markings a bit misaligned.. It is a reference 16013 from 1977 according to the seller.

Also, does it look over polished?

The text on the dial doesn't look right, it doesn't look like the normal font and looks like it's slightly closer to the center than I would normally expect it to be. Also I'm not sure that there should be an outer ring around minute markers, particularly one that is so far from the edge.

Yes, but those are more than easy to swap and very available. if the price is right I would still buy it.
