Maybe (if you haven’t already) try running water while turning the bezel?
I can’t stand glitter. But I can’t seem to see any in your photo at the 3hr marker. Will take your word for it.
(Correction: you said three minute not 3hr—my mistake. I do see some kind of smudgy thing there.)
If you don't want to remove the bezel, try using the sharp corners of paper to push it out. It's an old trick that's commonly used for the Speedmaster hesalite crystals with gunk stuck between the bezel and glass, but should also apply here. Of course, wait until the watch is dry if you just tried rinsing it out with water.
