I have not seen a military-style dial in that reference previously, and my gut feeling is that someone has tried to make a non-military watch appear to be military-issued.

No, whatever might or might not have happened to the dial, it’s a vintage Omega with an excellent movement and good case.
Omega are reliable watches and have a cachet of their own. Other OF members may have views but it’s certainly worth wearing and enjoying and, probably, giving it a service and some TLC.

·I would assume the hands have been relumed with luminova at the point the dial was refinished so not radioactive at all.
As @Spruce says, it’s subjective so people have different opinions. Personally I wouldn’t throw money at this watch unless it has sentimental value (in which case your grandparents could perhaps tell you more about the history and when the dial was repainted).
If it doesn’t have sentimental value, I’d keep it as a beater but rather than spending money getting it serviced I’d put that towards a better vintage Onega.
