my take on this Citizen heard of the sale by Mr. Scott ... saw the potential of $$$ to be made by doing a REISSUE ... seems they assumed they could get away with using the info about NASA, Apollo Missions, history attached with the event ... under fair use act assumed ... they did not have to inform or COMPENSATE Mr. Scott if his name / photos were also used ... apparently ... FAIR USE ... does apply to NASA and Historic event ... but not the person that is Mr. Scott unless approval is given by the individual

Couple of things wrong.
In the collective link to the sale, it says Scott only noticed the watch was a Bulova when he went to collect it from his bank for the sale. In fact, he noticed it back in 2011 when he sold the Bulova stopwatch to collector Larry McGlynn, who then took the first ever close up photo of the watch in situ at the bank. This photo only came to light when I sent the email address of Mr. McGlynn to the owner/administrator of mybulova, telling him to ask Mr. McGlynn if he could contact Commander Scott and ask for permission to post the photo on mybulova, which then ended in this image on March 21st. 2014:

The other thing is the assumption Bulova/Citizen heard of the sale and then decided to cash in.
Bulova/Citizen knew of the watch back in March 2014, having been informed of it by myself, Mr. Ollman of mybulova and another person who saw the image above.
This was long before the sale of the watch. 馃槈

1971 patent, note the date of issue, one day after Apollo 15 took off.

They certainly should have notified him and paid him a reasonable fee for the use of his name and image. That's just fair and would not have cost them as much as the court costs and losing the opportunity to market this watch as intended.
Barring that mere mention of the watch being used on that mission would have been kosher, though small minded.

The first television advertisement was by the Bulova Watch Co. see it here.

https://qz.com/721431/watch-the-first-tv-commercial-which-aired-75-years-ago-today/

That was 75 years ago, as of July 1, 2016.

Fourteen of the 18 shown here are Bulova Accutron 214, 218, or tuning fork Accuquartz. I have others, but not shown.

I am the second owner of this one which I sold to the original owner 50 years ago. Don鈥檛 wear it much, but a good runner. Bulova capitalized on the landing on the moon of Apollo XI by calling this one the Accutron Apollo.

That's cool! Do you have an advert with that name? I don't remember seeing an Accutron with a name before, except the Astronaut and Spaceview.

I was in retail jewellery in 1969. Bulova had show cards for display in stores that featured this model. This watch model and the Apollo were featued prominently on the show cards, with a back ground of the surface of the moon. I have tried to locate copies of old Bulova ads from the era, on line. But haven鈥檛 found an ad such as I describe.

The only info on this model I can find is from a Swiss catalogue from the early '70's.

In the catalogue much is made of the use of Accutron in space.

They also heavily featured the Apollo connection in their P O S (point of sale) material, and newspaper ads.
