Historically, the Peterhof (later known as Raketa) factory was specialized in precious stones and in supplying jewels to other factories in soviet times; they always had a specific knowledge about handling stones, and produced dials from various semi precious stones.

The second part means « of the victory 1941-1945 » followed by some initials.

What do you read before 1941? "Победы"? Caligraphy is quite confusing, I read "Побадж", which makes little sense to me.

my take on that is that the 40th anniversary is not of Mr. Ivanov but victory 1941-1945, possibly WWII, which would lead to a watch from ~1980s 😀

Could well be.

Ok, the first initial are ЛПО, possibly from Ленинградское Производственное Объединение, meaning Leningrad Productive Union.

The 2d initials are ПЧЗ, possibly from Петродворцовый Часовой Завод, meaning Peterhof Watch Factory, mentioned earlier in the thread.

I agree with @Rochete on the meaning of the initials that follow, which I would translate as "The Leningrad "Petrodvoryets Watch Factory" Production Association."
