Whats happened to the lugs?
Has anyone seen that sort of wear before?

Can you tell us what you paid and what you want to spend to get it running? You might be better off selling it and getting one with a better dial.

The only thing I could see this dial being used for is if you want to try yourself in repainting / printing a dial (or you find a new one). Just like DaveK, not trying to be harsh here, but the dial really is in a bad, bad state - and the case doesn’t look pristine either.
I was looking into just buying a new dial and swapping. Not sure if this dial is original anyways but would it be okay to swap it with a dial that says “Seamaster quartz” instead of a blank one like the current dial, and would that effect its resell value? Very new to the world of watches so sorry if this is a stupid question.
This practice of interchanging parts is frowned upon here in collectors communities. People who buy these and who know what they are buying will see that the watch is not genuine (i.e. a franken watch). You could always trick newbies but the value of the watch usually goes down.
Generally it's best to replace "like for like" but in this case, not having a terrific value, I think it might be a wise move so you can get to wearing it sooner. The likelihood of this watch gaining any significant value under your ownership is slim, they just aren't that collectable, but as a timepiece, all Omegas are worthwhile and I commend you for saving this one. You would need to verify the dial would even fit on your watch, different models and reference numbers used different dials, size could be off, and legs on the bottom that hold the dial in place could be positioned differently and not allow it to seat. If you have a link tot he specific dial you're considering I bet somebody here would know if it would work.

In all honesty I wouldn’t put any more money into this watch unless you have an affection for it.
The case is terrible, and the dial worse. You could pump a couple of hundred into this, plus god knows how much time and end up with a cobbled together dog.
It’s a noble first try but it’s just not worth the cost and effort imo. I’d chuck it back on eBay in an auction to recoup some money and start over with a slight higher budget if possible.
