According to me it is a typical good condition 69: patina is 'just' a plus on this reference, because they have commonly a greenish or even 'moldy' lume.
About value I would just consider the head because that bracelet is very common and recent: but it is not so easy because on vintage like this one taste is very important, maybe a range could be 3500-4500€.

No of course not, we're taking about stepped 69 dials that seem to have this particular trait of not ageing like other tritium dials.

I have a -74 delivered in 1975 showing a patina like that! As someone already said, 70s dials generally are more greenish, but I think that in those years dials the uncommon vanilla patina is due to occasional use and good preservation of the watch!
