Almost all is correct, but not likely this specific damage on this watch. This is typical of damage from the dial being stored loose, and abrasion of the dial surface.

So would you say commonly known as left in a parts draw for years syndrome 馃槜

Yep. Unfortunately there are watchmakers out there that have little regard for such things.
