Omega CSI 2165: Repainted Dial?

Hello all,
I was tempted to have a stab at this nice looking civil service India 2165 on the bay recently, but had some concerns.
Could anyone confirm my suspicion of the “concentric... sector dial” being repainted? In fact, did the Omega CSI ever have a dial like this?
