Are there any 1039/516 date of mfg that are more desirable than others? My bracelet is stamped 3/70 on my 69.

The most desirable one is the one whose date stamp matches the watch (and there are several variants on that theory, so that again has no hard and fast rule)

What is mfg? Is it like msg but the healthier version (with fluorine instead of sodium)?

Mfg in the era of shortening things might here translate into manufacturing.... In German that is short for Kind regards aka Mit freundlichen Grüßen......

That bracelet may very well be correct for the date of your watch. Do you have an extract for it?

Most desirable IMO is a full length, unpolished one with the right amount of wear and only a bit stretch 😉

Bracelets and watches rarely shipped together. There is not an expectation of matching codes.

My Uncle Art was an Omega AD. Back in the 60s he'd receive a box of Speedmasters and a box of bracelets, not necessarily at the same time or even in the same month. One of our most esteemed members has posted his collection ( dozens) of these bracelets still in their original wrappers.
Oh yah, ends too. Why not ;-)

Okay, I’ll ask again, just to keep things fun: what do you all say is an acceptable plus/minus date range for bracelet relative to watch?

Interesting. I have to say, to date the consensus falls within 1.5 to 2.

3 is an outlier… I’d not expect it but I wouldn’t down check the watch. Esp if it’s an earlier bracelet.
