Help with 18k F300 198.003

This looks like a pretty nice 18k 198.003, but has the dial been painted or otherwise meddled with? The reason I ask is that the minute hand seems to have a bit of black paint further below the hand than the black part, indication of a restored hand? Wondering if sharp eyes see something else to indicate this is not as untouched as I would hope.

I would guess the dial was also refurbished, but it's reasonably well done. If you look at the position of the 12 o'clock mark, it is slightly off-center and closer to 59 minute mark than to 1 minute mark.
