Constellation dial damage help

Newbie here! I inherited my father’s Omega Constellation. There’s damage inside the dial that I’d like to restore. Can someone explain to me like Im 5 years old what the damage is, how it happened, and where I need to go to get it repaired? If anyone knows ballpark estimate that would be helpful too. Thank you!!

Most likely due to water intrusion, and it cannot be restored, unfortunately. Your options are replacement, total repaint, or learning to accept it as it is. FWIW, that dial may already have been repainted previously.
