One observation from an absolute non-expert:

The rotor appears to be coming in contact with parts of the movement that it shouldn't be coming in contact with. The cost of a mandatory service should be factored into the purchase price of the watch.

As a reference in general they're not bad if you like the style, Cal 751 is an excellent movement and they don't suffer from moisture intrusion anywhere near as much as some early Constellations.

Is it usual to have holes in the case only at one side of the case? Seems like an aftermarket job: the holes do not line up symmetrically.

It is normal for this watch and a few other of similar style. Also normal for the somewhat loose tolerances.
