Just for my learning, do you think the chronograph second hand is replaced because it runs pass the techymeter ring?

Right - I can't say with any confidence whether the chronograph seconds hand is a replacement. I'd have to see other examples. It is possible, since it does pass the marker.
The hour hand is indeed what I was talking about.
