Give the guy a break. All he asked was could he paint the hand to keep the watch original, and if not, where he could source a new one.

Only the OP can tell us if the hands and dial on the watch are tritium or not. The white balance in the photos isn't great, so difficult to say for sure.
Have you worked out why the hands are rusting/getting rusty marks on them?
Just changing the hands, if there's been water inside (which it looks like there has), does not fix/investigate the underlying problem - of how those rusty marks got on the hands in the first place.
It's like taking a car with a blown up engine and no gearbox to have a new paint job.
May be wrong entirely, the frustration of reading ongoing threads where good advice is give and the OP ignoring it is clearly effecting my ability to do research on his behalf.
Let's see how many more parts are needed for the cause of that rusty mark....

If the dial/hands are under bright light, then when u go to dark how long does it glow? If hours super luminova. If minutes tritium.
