1980's Raketa Soviet Communist Watch

Here we have a 1980's Soviet Raketa. Honestly, I don't know what the writing on the dial means, so perhaps someone could tell me. The movement is a manual wind, and keeps great time, but I do not know the service history. The case is chrome plated and measures 39mm in diameter, 18mm lug width. It's in excellent condition, judge by the photos. I'm located in the US, so no waiting a few weeks for shipping, as most of these come from Russia or Ukraine. I'm asking only $100 for this cool piece of history. Thanks for looking.

I am sure the Russian words on the left are the same as the English on the right. It is a watch to commemorate the reforms made under Gorbachev, glasnost and perestroika. A cool thing for a Westerner. These changes brought the end of the USSR.
