The dial certainly didn't leave Omega with the star upside down - unless it was a quality control reject and kept by someone.
In respect of quality control deficiency, I have another example of mine. I bought 2 pieces (identical one) of 18k Constellation dials from local Omega agent, Omtis Ltd. in Hong Kong back to around 20 years ago. It was the time when Omega began to terminate local agents all over the world. These 2 dials were supposed to be service dials which are NOS of 1960s. They are for model 14381 cal 551.
After purchase, later I found that they are without minute chapter (markings). I would claim it to be quality control deficiency. (IMHO)
OF members' views are welcome. Or, does any member has any similar Omega Connie dial without minute markings. Thank you in advance.
Dial furniture is riveted not brazed. On the rear, indices are blacker here and brighter there, it is because of the lighting and angle.

The gold mark is partially rubbed when legs of the indices and logo were grinded off from the bottom of the dial. But you can still find the 18K markings as circled below.
I can only imagine that the dials you have with plain indices and no minute ticks were some kind of special order.(I can’t see any gold marks on the back of the dial)
Markers, logo, star, date window are made from solid white gold. That "blueish" color is because of natural oxidation, I can clean them to bright white gold but decided to keep their color of time.
