This is a Speedmaster Mk II with a racing dial, one of the variants offered by Omega during its production from approx. 1969 to 1973. This was supplied with either this or a black dial similar to other Speedmasters of the era and the Cal. 861 automatic movement. Great piece in my mind. There are lots of references on the webs, including this one from WatchTime written by RJ from a year or so ago:
