I'm puzzled. I presume that the smaller dial is for a second time zone, but AFAIK all time zones differ from UTC by either even hours, hours and a half, or hours and 45 minutes, yet your two dials seem to differ by a number of hours and twenty or forty minutes. Or have I completely misconstrued the function of the secondary dial?

No - but you have not taken into consideration the side effects of escaping helium and the Swedish happy hour factor.
