The way I understand it (my $0.02) : 'the time of the conception of the watch'. I.e. at some time (lets say the last time to do this before the moon landing) Omega decided that they would make a watch with a case-back reference 145.022-69, hippocampus symbol on the back, stepped dial etc etc etc...thus all -69's with this exact conceived-before-moonlanding-configuration, regardless of when they were assembled, are pre-moon, and every single model prior to this. But perhaps my understanding is wrong...
