I thought that it was solved long ago being the abbreviation of Henrique Pfeffer Caracas...

that was my theory, but I'm not sure it's correct for many reasons already discussed.

Wait I thought it meant "High Performance Chronometer", is that debunked because of lack of numbered movement?

I think the (more or less) general feeling is: debunked by lack of any concrete support but not for lack of numbered movement. I have a list of 1100+ movement numbers but only a handful are HPC 😗

Hey, haha as @LesXL already said, that is the reference: Ferrovie dello Stato “FS” mk1. It is 34mm. The mk2 is 36mm. Both the mk1 & mk2 have an enamel coated dial, whereas the mk3 (also 36mm) has a silver colored dial.

Just back from a preventative maintenance service, my early 50s 12445. This was my third UG. Fits beautifully under a shirt sleeve. A quintessential dress chronograph.
