It certainly appears to be the same base movement. EDIT: The only major difference I see is an additional screw on the third/fourth wheel cock.
Thank you for the information, I didn't know about the Rayville connection. Do you know if Rayville manufactured these movements for Zenith?
i don’t know where the original info on this came from but it seems to be common knowledge that Zenith used the Rayville movement as the base for the 12-4. I don’t know if the 12-4 was made specifically for zenith. Check the Rayville 42. Very similar

Thank you for the response. On another forum, Hartmut Richter mentioned that he read about the Rayville connection in Manfred Rössler's Zenith book.
While that Rayville cal. 42 looks neat, it looks to be an entirely different movement than the cal. 12-4. The diameter is 20.0 mm vs. 26.5 mm, and the design of pretty much every component looks different. Below is comparison using images and data from Ranfft.
