Unless the seller told you that it was an original unrefurbished dial, then I think you’re stuck with it. If he told you it was unrefurbished/unrefinished you might think about returning it and getting a refund.
Bear in mind that this is a steel cased watch, probably bought to be worn regularly and not a gold watch kept carefully and only brought out on special occasions.
If the dial of a regularly worn watch was damaged, it was often repaired or replaced without any great concern for original condition, in much the same way that if your car is damaged you get it repaired.
