Opinions :300 M Chrono Diver Vs Planet Ocean Chrono Gen 1

I am looking at getting my first Omega and am torn between the 300m chrono dive and the PO gen1 There are things I like about both the biggest difference I can find is the movement and size. Is the caliber 3313 two thousand dollars better than the caliber 1164?

The 3313 is based on a Piguet 1285 caliber - and there's been a few issues with them. Lots of potential for failure and Omega even sent out a technical bulletin on the parts that were a required upgrade even if they had not failed (yet). The 1164 is based on the Valjoux 7750 - a workhorse which might be common but it's tried & true plus capable of keeping well within chronometer specs. So my answer to your question is no, there's no way I'd pay $2000 more for a movement that is so prone to failure that the manufacturer has made changes mandatory for all.
