Strap and buckle look fake. They are identical to the Indian ones sold on ebay for around £10, Bovine leather patterned to look like Croc. Back looks genuine. If the watch is right and it might well be, it is from the 1980s at a guess. Not massively desirable or valuable to the collector community IMO. Price isn't extortionate but it would fetch more like €200/$250 on ebay I would guess.

I’d pass, quartz Omegas front the 70s have better designs as they were high end watches at that time.

It looks typical of the low rent 1980s designs and most likely genuine IMO.

You can just picture it. Dealer buys non runner with knackered strap on ebay etc for £50. Or better still picks it up at a car boot for £10. Pops in a new battery and cheap fake strap and voila.

I think it's odd that not all markers are lumed and that the dial design is a mixture of 1940's and 1980's.

I have seen these dials on other watches before and always wondered if they are genuine or not...

Point taken but the lack of lume on 3,6,9,12 is actually a good sign IMO. Omega have form for that in earlier eras. One of the redial tells is lume on those indices when there was none originally.
