·To me it sounds like the watch was sent to Switzerland for repair. The cost to repair it was “not approved” (apparently it would have been approved if the owner was asked to authorize the cost) so they sent it back to Dallas. But when the owner went to pick it up, it no longer worked. As an act of good faith, they are now offering to get it working again—but that’s all. No repair, service or restoration.
