Hi, the serial number 80xxx refers to watches produced before than 2006. I think 2000-2001 is a correct range.
The hour wheel is always changed by Omega duringthe service of every 1128 caliber, early or late production.

1. Did Omega automatically change the faulty hour wheel on the later serials of this watch, once the fault had been recognized (or was it never officially recognized…)?

The wheel wears out - it's not a design issue, so the wheel hasn't changed. It just gets replaced at service.

2. If the quick set hour change wasn’t employed (by just winding the watch forward with the minute hand) does this circumvent the problem?

The less you use the jump hour feature, the slower it will wear out. So if for example you are on the 20th of the month but the watch is on the 25th, instead of going forwards all the way to 20, turn the hour hand backwards for just a few days.

Cool, thanks for the replies.

I’l check it out as soon as I get the chance; there’s no mention of a service so it looks likely it’ll need one straightaway and the wheel should get replaced then. If it’s all too much hassle I’ll have a look at some alternative GMTs...
