Planning to get this watch as part of a trade 2000 usd worth. But sure about the legitimacy, any advice from the experts?

Personally I do not like it..I think it was relumed and the fact that the telescopes were weld I do not think it's a plus. Of course also depend of the price in the part trade..

How can you tell it was relumed? The lume on the hands match the lume pips. Where are the telescopes?

Looks good to me. The "telescopes" are supposed to be "weld". Mil watches often have fixed bars as part of the def stan spec. Lume looks good unless it's been really, really well re-done. Movement and issue number are in the right range.
