Patina is really an individual acquired taste, some love the extreme examples and others prefer none. All patina is dial degradation/ damage from various factors including UV, moisture, lume radiation (older radium lume).
If it is fairly uniform or limited to one area, as your example, more people find it attractive/acceptable. If very splotchy or uneven fewer seem to like it. It takes a bit of time to find your own preference for this.
To me this one falls a bit out of my range. I doubt it’s been done deliberately but have no good explanation.
