I'm curious: why would Paypal force the payer to use a credit card when purchasing a membership? Why would a bank transfer (which is typically, if not always backed-up by a CC) not be an option?

Quite true, but the forced (?) support of credit card companies is my primary concern, in this instance.

 

I don't recall having experienced it previously, but my account definitely restricted "this" transaction to a CC. Very odd.
